Adult Social Care & Health Overview & Scrutiny Committee

This committee reviews and scrutinises the provision of public services in Warwickshire relating to adult social care services including social care to older people and people with disabilities, policies and services for safeguarding adults and any matter relating to the planning provision and operation of health services for adults and children in Warwickshire.

Audit & Standards Committee

This committee is made up of councillors and independent people. It is concerned with ensuring that the Council has robust systems of internal control and making sure that both councillors and officers follow high standards of conduct in the way they conduct the business of the council.

Cabinet

The Leader appoints the Cabinet. Some decisions are taken by the Cabinet collectively whilst others are taken by the Leader, or other Cabinet members as individuals. Each Cabinet member is allocated a particular area of responsibility (portfolio). The Leader or Cabinet members have to make decisions which are in line with the Council’s overall policies and budget. If they wish to make a decision which is outside the budget or policy framework, this must be referred to the Council as a whole to decide.

Children & Young People Overview & Scrutiny Committee

This committee reviews and scrutinises the provision of public services in Warwickshire relating to education and skills, services for children, families and young people including schools, 16-19 years education, pre-school children, Connexions, child protection, family support and social care, children with specific needs and the Youth Service.

Communities Overview & Scrutiny Committee

This committee reviews and scrutinises the provision of public services in Warwickshire relating to Fire & Rescue, Community Safety, Trading Standards, Transport and Highways, Economic Development and Environment, Adult Learning Libraries, Heritage, and Tourism.

County Council

The County Council consists of all 62 County Councillors meeting together to make decisions about the policies to be adopted by the Council and to set the annual budget.

Leader

The Leader takes overall responsibility for corporate policies and planning, performance and strategic issues, budget and external relations, including the Health and Well Being Board. The Leader will carry out all of the local authority’s executive functions which are not the responsibility of any other part of the local authority, whether by law or under this Constitution.

North Warwickshire Area Committee

Area Committees have a particular role to comment on how policy developments may affect their areas and to promote the well-being of their area through local community strategies.

Nuneaton & Bedworth Area Committee

Area Committees have a particular role to comment on how policy developments may affect their areas and to promote the well-being of their area through local community strategies.

Overview & Scrutiny Board

The Overview and Scrutiny Board coordinates the work of the County Council’s Overview and Scrutiny Committees in line with the Council’s priorities and cross-cutting themes identified in the Corporate Business Plan.

Portfolio Holder Adult Social Care

The development of social care services to adults including the delivery of social care to older people and people with disabilities, policies and services for safeguarding adults and community education. Developing a strategic approach to adult social care and children’s services commissioning.

Portfolio Holder Child Safeguarding, Early Intervention and Schools

Services to children and young people from 0-19 years, including Primary and Secondary Schools, pre school children, 16-19 years education. Also those responsibilities prescribed in the Children Act 2004 including child protection, family support and social care, children with specific needs, and the Youth Service.

Portfolio Holder Community Safety

Services relating to Community safety including road safety, fire and rescue services, emergency planning, trading standards, crime and disorder reduction, drugs and alcohol, policing and criminal justice.

Portfolio Holder Customers, Access and Physical Assets

Services relating to Customer services, Communications, Libraries, Heritage services, Tourism, Property and facilities management. Locality Services including the voluntary and community sectors. Partnerships.

Portfolio Holder Deputy Leader

Deputising for the Leader, public health, member development and special projects including HS2. Responsible for relationships and service delivery with Health Commissioning agencies and providers so as to ensure delivery of social care services. Joint commissioning of health and social care.

Portfolio Holder Finance, Governance and IT

Effective use of finance (including strategic finance), law & governance, procurement and information technology.

Portfolio Holder Improvement and Workforce

Responsible for service improvement, transformation and change management, performance, HR and Organisational development.

Portfolio Holder Sustainable Communities

Responsible for services relating to the environment, waste management, and sustainability, economic regeneration, employment and skills, the Local Enterprise Partnership, strategic housing and planning.

Portfolio Holder Transport and Highways

All services relating to the provision and maintenance of transport and highways infrastructure including the Local Transport Plan and Strategy and public transport and public rights of way.

Regulatory Committee

This committee deals primarily with planning applications, licensing and arrangements for various types of appeals. It also deals with most of the appointments that the Council makes to outside bodies.

Rugby Area Committee

Area Committees have a particular role to comment on how policy developments may affect their areas and to promote the well-being of their area through local community strategies.

Schools Forum

The Schools Forum is made up of headteachers, governors, officers, County Councillors, representatives of teacher unions, and other personnel involved in education provision in Warwickshire. It is a statutory body required under the Education Act 2002 and advises the Director of Children, Young People and Families on financial matters including changes to the school funding formula and management of the schools budget.

Staff & Pensions Committee

This committee deals with issues affecting the terms and conditions of staff and their associated pension funds.

Strategic Director of Resources

The Strategic Director of Resources is able to take certain key decisions acting under powers delegated by the Council

Stratford-on-Avon Area Committee

Area Committees have a particular role to comment on how policy developments may affect their areas and to promote the well-being of their area through local community strategies.

Warwick Area Committee

Warwick Area Committee has responsibility for making decisions and recommendations about County Council services in your area. It provides a local view on big issues affecting the County, helps to monitor how well the County Council is performing locally, takes decisions on some grants to local organisations, and provides an opportunity for local people to be involved.
