Cabinet and Portfolio Holder Decisions

Cabinet

The Leader appoints the Cabinet. Some decisions are taken by the Cabinet collectively whilst others are taken by the Leader, or other Cabinet members as individuals. Each Cabinet member is allocated a particular area of responsibility (portfolio). The Leader or Cabinet members have to make decisions which are in line with the Council’s overall policies and budget. If they wish to make a decision which is outside the budget or policy framework, this must be referred to the Council as a whole to decide. Leader

Portfolio Holder - Adult Social Care & Health

Social care services to adults including the delivery of social care and support to older people and people with disabilities, policies and services for safeguarding adults and adult mental health services. Oversight of the arrangements for commissioning adult social care services. Health, including public health and the integration of health with adult and children’s services. Portfolio Holder - Children’s Services

Overall responsibility for the co-ordination of education and children’s services as the lead portfolio holder for children’s services. Specific responsibility for child protection and safeguarding, looked after children including the Children in Care Council, family support and social care for children with specific needs (disabilities). Child and adolescent mental health services and the arrangements for commissioning those services. Youth service and children’s centres. Portfolio Holder - Customer & Transformation

Portfolio Holder - Deputy Leader (Finance and Property)

Portfolio Holder - Education & Learning

Education and learning services for children and young people from 0 to 19 years, including early years, nurseries, primary and secondary schools, special educational needs (assessment, statementing and review), special schools, education of looked after children, 16-19 years education. Responsibility for school organisation, planning and school governance. Responsibility for skills, apprenticeships, adult and community education and learning services. Council

County Council

The County Council consists of all 57 County Councillors meeting together to make decisions about policies and set the annual budget. This meeting is open to the public, unless otherwise stated.

Adult Social Care & Health Overview & Scrutiny Committee

This committee reviews and scrutinises the provision of public services in Warwickshire relating to adult social care services including social care to older people and people with disabilities, policies and services for safeguarding adults and any matter relating to the planning provision and operation of health services for adults and children in Warwickshire. Audit & Standards Committee

This committee is made up of councillors and independent people. It is concerned with ensuring that the Council has robust systems of internal control and making sure that both councillors and officers follow high standards of conduct in the way they conduct the business of the council. Children & Young People Overview & Scrutiny Committee

This committee reviews and scrutinises the provision of public services in Warwickshire relating to education and skills, services for children, families and young people including schools, 16-19 years education, pre-school children, child protection, family support and social care, children with specific needs and the Youth Service. Communities Overview & Scrutiny Committee

This committee reviews and scrutinises the provision of public services in Warwickshire relating to community safety, trading standards, transport and highways, economic development and environment, adult learning, heritage, tourism, flood risk management and emergency planning. Corporate Parenting Panel

The Panel was established to secure elected member and cross-organisation support and commitment for delivering improvement services and better outcomes for looked after children, young people and care leavers.

Dispensations Sub-Committee

A Sub-Committee of the Audit and Standards Committee, the Dispensations Sub-Committee is established on an ad-hoc basis to consider requests for dispensations for Elected Members, under S.31(4) of the Localism Act 2011. This meeting is open to the public, unless otherwise stated.

Health and Wellbeing Board

The Health and Wellbeing Board provides an overview of health service delivery across Warwickshire. This meeting is open to the public, unless otherwise stated.

Pension Fund Investment Sub-Committee

This sub-committee oversees the investment policy relating to the Pension Fund and ensures appropriate management of the Fund and administration of the Pension Scheme. This meeting is open to the public, unless otherwise stated.

Regulatory Committee

The Regulatory Committee makes decisions about planning applications, licensing, and arrangements for various types of appeals. This meeting is open to the public, unless otherwise stated.

Resources and Fire & Rescue Overview and Scrutiny Committee

Fire & rescue, budget, medium term financial plan, corporate business plan, planning and performance arrangements, finance, property, information technology, facilities management, workforce strategy and development, law and governance, libraries, customer service and communications

Staff & Pensions Committee

This committee deals with issues affecting the terms and conditions of staff and their associated pension funds. This meeting is open to the public, unless otherwise stated.

Warwickshire Fire and Rescue Local Pension Board of the Firefighters' Pension Scheme

The Warwickshire Fire and Rescue Local Pension Board of the Firefighters' Pension Scheme was established in April 2015 in response to the Public Services Pensions Act 2013. Its role is to assist the scheme manager in securing compliance with all relevant pensions laws, regulations and directions and the Pension Regulator's Code of Practice.

Warwickshire Local Pension Board

The Board was established by Council on 5 February 2015 to meet the requirements of the Public Services Pension Act 2013 for each Local Government Pension Scheme to set up a Local Pension Board to assist the Scheme Manager (i.e. Warwickshire County Council) in ensuring compliance with legislation and the Pension Regulator's requirements.

Warwickshire Police and Crime Panel

The Police and Crime Panel is a joint committee of the County Council and the five district and borough councils. The Panel's role is to review and scrutinise the decisions and actions of the Police and Crime Commissioner. This meeting is open to the public, unless otherwise stated.

Warwickshire Waste Partnership

The Waste Partnership is responsible for the development of Warwickshire's Municipal Waste Management Strategy.

Statutory and Other Bodies

Adoption Panel

The Adoption Panel is a statutorily required body and its membership is prescribed by legislation. The Leader is required to appoint one County Councillor to the Panel.

Fostering Panel

The Fostering Services Regulations 2002 section 24(3) (C) states that when the local authority is the agency at least one elected member of that authority may sit on the Panel. In Warwickshire we have determined that it would be one County Councillor.

Joint Negotiating Body (Staff)

To provide a forum for discussions with relevant trade unions in relation to conditions of service of members of staff (other than teachers in any school or other institution under the control of the Council) and to recommend to the Staff and Pensions Committee, any changes or amendments. Joint Negotiating Body (Teaching Staff)

To provide a forum for discussions with relevant trade unions in relation to conditions of service of members of teaching staff in any school or other institution under the control of the Council and to recommend to the Staff and Pensions Committee any changes or amendments to those conditions of service. Schools Forum

The Schools Forum advises the Joint Managing Director (Communities) on financial matters, including changes to the school funding formula and management of the schools budget. For a copy of the Schools Forum Constitution please contact Hema Savani (details below).

Standing Advisory Council on Religious Education (SACRE)

To advise the Cabinet on religious worship and religious education within schools. To determine applications by individual schools for exemptions from the requirements of Christian worship. The membership of SACRE is includes five representatives of the Church of England; fourteen representatives of Christian and other religious denominations; six teacher representatives and any other persons co-opted by the body.
