The forward plan provides information about all of the decisions that the Council has scheduled.

A formal agenda with reports and supporting documents for each meeting will be published on our website at least five working days before the date of a meeting. Where a report is to be considered in private, the reason for that is set out in the description of the decision. If you believe an item should be considered in public, contact the Democratic Services Team:

4016New Starters - Flexible Working

The Chief Executive launched the Council's How we will work programme on 19 June 2019, which is about changing the way we work so that we can meet the needs of our business in the most effective way. As part of the programme it has been agreed that flexible working should become the norm with a workforce of flexible workers fulfilling their roles from different locations, subject to service need. One of the organisation principles is that flexible working will replace the flexi-time scheme over time. The flexi time scheme has been in place across the Council for a number of years, with hours worked between fixed core hours and staff allowed to accrue hours and take them off as whole or half day "flex leave" of up to 13 days per year. Whilst the flexi scheme has served as an attractive benefit to staff, with the changing requirements for service delivery, agility and flexibility it is becoming restrictive and outdated and a revised approach to flexible working is required which it is intended will give staff even greater flexibility. Flexitime is written into the terms and conditions of employment of staff. This report proposes to remove flexitime from the terms and conditions of employment that will apply to relevant new staff appointed with effect from from 1 October 2019 as part of the How we will work programme .

4035Annual Equality and Diversity Workforce and Gender Pay Gap Report

The Council has published workforce diversity data relating to its employees annually, following consideration at Staff and Pensions committee, as required since 2012 under the Equality Act 2010, to demonstrate its compliance with the general equality duty under section 149 (1) that WCC must, in the exercise of its functions, have due regard to the need to:-

Eliminate unlawful discrimination, harassment and victimisation and other conduct prohibited by the Equality Act.
Advance equality of opportunity between people who share a protected characteristic and those who do not.
Foster good relations between people who share a protected characteristic and those who do not.

This report combines both the Council’s workforce diversity information, based on the year 1 April 2018 to 31 March 2019, and its gender pay gap data based on 31 March 2019.
